今年初，中国驻英大使刘晓明曾用小说哈利波特的伏地魔来比喻安倍，并强调中国和英国一起打赢了法西斯，引起了广泛的反响，也为中国的外交语汇带了一股新风。（查看《中日大使的英伦舌战》 ）。最近，这位以言语生动犀利著称大使的又引起网友的关注，而且一开口就直接挑动了英国公众神经。

这首先还要从李克强总理访问英国说起。6月13日，为了给总理访英预热，刘大使在驻英使馆举行了记者招待会。根据英国《金融时报》，刘大使在评论近年中英关系发展时，说了下面这番话：

“在我来到这里之前，我们经常说，提到欧洲就是‘英国、法国和德国’……但是很不幸，过去几年中我们错过了很多机会——我们都是知道背后的原因是什么——人们现在都是在说‘德国、法国和英国’”。

"Before I came here, we used to say, when we talked about Europe: ‘Britain, France and Germany’...But unfortunately many opportunities were missed in the past year or so – and we all know the reason behind it – people now start talking about ‘Germany, France and Britain’."

中国大使对英法德三国的排序立刻引来英国媒体围观。《金融时报》发表了一篇文章，题为： 

《中国警告：英国已经落后于德国和法国》

随后，《卫报》也发表文章，文中直言：

在总理开始为期三天的访英之旅前，中国大使刘晓明宣称，在欧洲的强国中，英国目前排在德国和法国之后……

He may be making the point that, the Chinese can design, build then open a brand new airport without problems, in far less time than it takes Britain to partially go through the planning process.

The big difference is that when the Chinese government decides to build infrastructure it just sends in the bulldozers and to hell with the citizens.

You should read the press reports, instead of this opinion piece. The ambassador was talking about investment environment, and in that context he is right; France makes money on Chinese tourists, while the Germans make money on either way (exports+ Chinese investments).
